I agree, the first film their should only be one villain and if there is more Cap America films there lets see if the studio decides to have him face two or more villains

Thats true, but not every film will have or even should follow the same formula.. What worked for Chris Nolan and Co. may not work for whoever does the Captain America movie(s)

I'm not saying they should follow the same formula. I am just pointing out that it is possible to make it work with two villains in a first movie.

It would be a WWII Cap movie....and at the end....the avengers and or someone find his body frozen in ice in the future...so it can set up the avengers movie...at least thats how i see it 😕
