It was the Queen of Fables. It's partially down to the fact that WW's lasso is inconsistently portrayed, iirc. The element of truth is within her, with the lasso being an instrument of focus. In that instance, the lasso itself was portrayed to have the element of truth, and we all know what the Queen of Fables can do.

I'd forgotten all about that incident. I knew I'd seen it broken at least once but couldn't remember where.
The lasso is a definitely a bit inconsistent in its showings. Though not nearly as much as WW herself (or Supes for that matter).
