Perhaps I didn't phrase my question as unambiguously as I should have. What I meant was, among what number of dangerous humans is Punisher, as "one of the most dangerous." Top 100? 50? 20? 10? 5? And does that include mutants, whom are still humans too, and half-humans?

I don't see why. Punisher is certainly more dangerous than Jubilee or Beak or the New X-Men, or more dangerous than mutants with passive mutations, or those with relatively demure physical traits. Being a mutant doesn't mean that they're a danger, Xavier probably said that too.
I haven't given a verdict as yet. I would lean towards the Clown Prince of Crime though; at the same time I doubt he'd put his demented heart to strongly into tormenting someone not Batman.
