The gun-type taser shoots a probe to deliver the charge, the difference there is that it allows the person to keep their distance and not have to go in close and make contact to tase someone, these are generally expensive and very powerful tasers. The lady-taser we saw in 24, is smaller (ie non police issue) adn intended for civilian use; you can easily buy them over the counter or online for self defense.

The probe reduces the voltage, since it has to be distributed. And the voltage does not go directly to the person's heart, like what happened to Jack. And would you survive a "lady-tazer" held directly on your heart for 7 seconds, since you claim it isn't fatal?

The chance of a lady-taser killing a normal healthy person is extremely low, it would probably run out of charge before it came close to overtaxing someone's [healthy] heart.
