I see. So, what you're saying is, it's not dark side power or even intellect, but who is hidden.
There's just two problems with that: at the end of Rule of Two, the Sith are believed to be extinct, and if that were the case, then any Sith Lord post-Bane could have accomplished the revenge of the Sith.

Moreover, Bane wasn't 'known' to anyone who wasn't a Sith. On Ruusan, Bane avoided any contact with the Jedi and as every single Sith died, they took the existence of Bane to the grave with them. Bane simply creates a rumor by slaughtering some mercenaries and sparing others, who babble about the Sith later...which the Jedi just dismiss anyways.
I'd like an explanation on how Bane is a 'known' Sith Lord. Known a thousand years later? Yes. Known then? No.

That's not exactly the case, though, is it? We've already established that Palpatine and Darth Bane both share two great advantages: incredible intellects and the fact that they can maneuver undetected. Bane could have gotten himself elected, don't you think? He had a wealthy and influential alter ego, much like Darth Sidious. But Palpatine succeeded where Bane could not. Palpatine was the revenge of the Sith. And, apparently, for a trait that Bane did not have. He's stronger, Advent.

If he ran as an Onderonian Senator, he'd have plenty people vouching for him. He wouldn't 'walk up' to the Senate, he'd just be another Senator from a little planet entering into the Senate during a time of the big reformation
