If you want to base it on feats (Which as Digi has stated shouldn't really be the case), one limitation of the Doctor was clearly illustrated. Ozymandias makes it very clear that the Doc will probably be unable to disarm all the Russians nuclear arsenal when deployed. This is something that a full power Supes should easily be able to do, based on Speed and endurance feats, however I don't think this should really be taken into consideration.

Any way the ones launched in KC where meta-human proof, whatever the **** that means. They had some kind of force field protecting them (This is one of the weakest points of the story, as a forcefield which was able to defend the nuke from various of Super heroes, would have a power source WAY beyond the 50 megaton yield of the nuke). If supes was at his planet moving levels as depicted in the most recent JSA arc (Being way more powerful than our Supes), then the guy must absorb way over 50 megatons of Solar raidiation every second... Rant over any way, they were meta proof nukes.

it's called reading between the lines, genius. they clearly implied Jon could stop most of the nukes, but prob not all...hence the 1% that would fall through and end the world.

Reading the ACTUAL LINES and still not understanding what they meant, is NOT reading BETWEEN the lines.

Ozymandias didn't say at any point that Doc Manhattan would probably fail to stop the nukes, but he said that if Manhattan DID fail, then the world would be forfeit. Even if there's a 1% chance that Jon fails, that's a 1% chance that everybody, everywhere, dies.

Jon never seemed to think he was incapable of stopping the nukes though.

jon also gradually stopped giving a shit about humanity...he had far bigger things to waste his time on than worrying about how to save a species dumb enough to exact its own extinction

He was going to stop the nuke, and it didn't look like he'd have struggled stopping it.

if CA had trouble so would superman (it was shown them to be pretty much equal with ca coming up short) but that's neither here nor there

on topic this is a fun fight because it's so hard to really judge DM since he's never fought anyone that is super human.
