What exactly is the difference between the two, if there is a difference at all?

I think several people have proven they are the same,

In VERTIGO.

The Presence in DC is not the same God in Vertigo.
Elaine is God of Vertigo.
Lucifer is not the same in the DCU.
There is no Hell in Vertigo.
Elaine is God in Vertigo after Micheal died there and gave his power to her.
Michael in the DCU is alive and well.
Not the same God.

You do know that the Presence has different aspects? The Voice is one of his aspects. And in your scan (a vertigo story) the God character isn't referred to as the Presence, the narrator is talking about the presence of God, not The Presence.
