That said, Viktor was nerfed pretty badly in Rise of the Lycans. But I think you can chalk up his defeat at Sonja's hands to a reluctance to kill his daughter or, worst case scenario, inferior skill as a swordsman. As an Elder, though, Viktor should be immensely more powerful.
As far as Lucian vs. Viktor goes, there again: you can probably attribute that to an outlier performance, if only for the fact that Lucian himself tells Kraven in the first Underworld movie that he needs Michael precisely because he can't beat Viktor alone.
