Marvel is very inconsistent with Phoenix Force. I mean EMP blowing it in pieces. It's a joke. I don't take it seriously, although it's a canon. Then you have Dark Phoenix mentioned that rivals Galactus and in the end Watcher clearly say Dark Phoenix was only second to the creator.
Then again you have low showings and high showings.
You also have Galactus seeing that seemingly could erase Phoenix Force from existence, which I think its crap.
In Ultimate Universe Phoenix Force is said that is the one that created life, universe, sun, stars, planets in it... That was also more times mentioned in 616 by being the big bang. You have Phoenix Force mentioned as a big bang by Reed Richards. Watcher also said that Phoenix Force is the fire the ignites the creation and the final fire that consumes it. Then comes here Alien Entity.
Probably writers themselves are confused by Phoenix Force.
And Phoenixes Forces in other universes are just one infinitely small pieces of the full Phoenix Force that have its job in that universe, that's why different hosts from different universes in White Hot Room. It seems that Jean Grey, White Phoenix of the Crown is the full Phoenix Force and its full power.

And you have WPOTC that it seems can easily manipulate with universes.

I don't know what would happen between MJJ and Pheonix Force. Many will say MJJ will win. I would like to say Phoenix Force wins, but MJJ was enormous power. But I think if needed that Phoenix Force is one of those who could take MJJ out.

really doesn't make sense how a mere mutant has powers greater than abstracts that are each billions of years old.
