Depends on who's it hitting. I don't see the charge doing much (if anything) to a being that absorbs energy naturally or resistant to energy (especially lightning).
Since you're adding stips, what if the person being hit absorbs kinetic energy, wouldn't that make Thor's charged strikes millions of times more damaging than Superman punches, seeing as the strikes would contain more than just kinetic energy?
