His powers were vanishing due to lack of sun, not from being drained.
That's evidence directly from the scan you keep using.
And while it was only a few days before his power was gone, and its said 'that's pretty fast', so extrapolating that it must be from draining.. it wasn't fast back when this story was written 19 years ago.
He wasn't nearly as powerful then as he'd only just started really ramping up his power again around this period.

If you are referring to the Polaris thing, you are correct it wasn't draining. That was not my point of mentioning it, but rather to show that outright draining him of energy isn't the only way to weaken him. You can mess with his energies in a variety of ways. Polaris denied him his energy source in the specific example.
But none of this matters, really. All this is just grasping at straws for sake of argument.
Superman is just in a different class than Surfer.
Supes' big enemies are skyfathers, and he beats the breaks off them.
The Norse and Greek/Roman gods[a few of whom Supes' has beaten] are all below Darkseid [who Supes' has also beaten].
Doomsday the ultimate killing machine, beat Darkseid, The Radiant and Guardians of The Universe [Beings capable of cracking planets with thoughts!] and lost to Superman.
Blaze and Satannus [lords of hell, blaze later became ruler.] both have lost to Superman, even in their home dimension.
Kryptonian gods, like Cythonna.
Brainiac is a threat to time/multiverse.
Dominus.
Imperiex and probes.
The list goes on and on.
When Surfer runs into guys like that, he often gets smacked aside like an insect.
It's just different levels.
I mean really, show me Surfer going against one guy more powerful than a god, and smashing him so badly he asks for mercy under his own power?
Okay..but like I said the term "god" is relative. For instance, what feats did this Kryptonian "god" Superman defeated have?
You also call Superman a skyfather and then you say he was able to defeat someone who was a multiversal threat. Which would mean he is actually far above skyfather level, right?
Darkseid is above pantheon gods, and Superman is above that.
Odin and Zues themselves are terrified of Darkseid. [On top of the unnamed ones we've seen Darkseid kill.]
Superman made him cry for mercy.
Doomsday was above that.
Superman killed him.
Etc etc.
Anyone who's read the last 22 years of Superman should understand this too.
In the last 22 years, you can pick any 5 or so years randomly and find feats that match or exceed anyone in the herald category's best feats in the last 50 years in raw stats and quantifiable numbers.
And he'll likely be beating up a few skyfather level characters along the way too. Making some of them look outright foolish.
And then his high end stuff is mythic and unquantifiable and not always related to power alone. Like carrying the bleed.
He just runs around on Earth pretending to be slightly stronger than everyone else.
The reality is that is he's drastically stronger than everyone else.
Superman's powers are few, simple, and crazy effective. He has better combat speed and fighting skill than Surfer. He is vastly stronger. Surfer is more versatile. That's all. But being more versatile against a speedster is a negative. It affects the speed of decisions in real battle time. Surfer can obviously beat Superman with exotic powers. The problem is that Surfer won't get a chance to employ them. Even the soul crunching ability (for those arguing cbr Surfer) takes seconds to achieve. This isn't practical in real battle time.
