I can not think of a way Storm can beat Bobby.
Even if it was a crazy plot.
Bobby's weakness to me is space....or a character who can remove all moisture in the surrounding air.
And although Storm seems like the character who can do it......she can't.
Moisture is an intergral part of her abilities.
Storm has created wind vortexs and vacuums. She has also survived in the vacuum of space (PIS maybe but true). She can easily funnel Iceman into space while keeping a vacuum around her.

That's what I originally thought 😉
If she blasted Bobby apart then focused on that area creating some kind of vacuum. That could work. If she can funnel him up a giant tornado into space. And could take him on there he is SCREWED!
but I have never seen Ororo breathe in space or funnel someone into it.
SCANS

And Iceman could reform through Storm's own water molecules.

Her flight is powered by wind. So if she can fly to space (using and carrying wind) and create wind vortexes and tornadoes then it stands to reason that she can carry Bobby to space.

She has funneled objects in tornados and wind vortexs before (I don't believe to space though).
In her respect thread there is a scan showing her flying to space unaided (half naked). She then dives back into the atmosphere as a blazing fireball (unharmed). Her flight is powered by wind. So if she can fly to space (using and carrying wind) and create wind vortexes and tornadoes then it stands to reason that she can carry Bobby to space.
And then Iceman can reform through her own water molecules, killing her in the process.

No he can't. He needs moisture causation in connection. He travels through moisture and not through a vacuum. He can't affect moisture if there exists a vacuum between him and it. For example, He can't affect moisture on another planet if he's on Earth nor can he teleport there either (reform there).

That is not the point. Storm still has water molecules in her own body. Therefore, Iceman can reform his own body by freezing her own water molecules.
Where ever there is water or moisture, he can reform.

He can't connect to her without a trail of moisture. Otherwise he can teleport through vacuums, which he can't.

Well, the vortex would have to be composed of completely dry wind, which should be within her power but might take some extra time to conjure, otherwise he'd move through the moisture in the vortex itself. The vacuum bubble could prevent this too by pulling air in all directions away from him but this would more likely break him apart and spread him in the air being manipulated. It also sounds draining for her, has she ever done it?
But even then, if he can psionically possess the water dissolved in the air, which is dispersed, than he can spread himself over an area that has far more air than water in it. Thefore, he can move through spaces that have no water in it as the water molecules need not be in contact or even close to each other for him to be there, so the maximum distance he might be able to cover like this is simply unknown. I think he can stretch beyond the dry vortex or the vacuum bubble even after it is created and reach the moisture outside it, including the one in her body. He might just take to the water in the ground and move bellow the earth to escape the vortex area.
Besides, once disembodied, Storm will have no way of finding him to direct an attack, he can be everywhere arround and within her.
Finnaly, there is the issue of reaction time and speed, if they both react togheter and she conjures a hurricane while he moves through the moisture in the air, he'll reach her faster.
What is putting him in space going to do anyway? The guy survived space when he was back in his shitty classic form.
Assuming getting him to space is as simple as summoning up a wind vortex all the way into space before he does anything, and he just floats up to space because he's actually a spilled bucket of water with no other powers...
