After mooching around the atrium Rah moves towards the others "We're gonna be down here for a while, we should find a safe base to hole up and work from. And I think Gallador's right we ought to be able to make use of our fellow newcomers as skivies." He then steps up to the gathered newcomers and using Persuasion he clears his throat then tries to charm them. "Listen, my esteemed friends here have the rights of it. Your, no, our..." He opens his arms wide to indicate everyone "...survival is only going to best achieved by us all sticking together for the mutual benefit of all!" He smiles pleasantly "You've seen that we can handle trouble well enough but that don't mean we can watch every corner all the time so what do you say?"

I believe Ush wants something more abstract.
Rand wants the group to find the largest group on the level, so that we can ask questions of current inmates that didn't enter with us. We will do so by asking around smaller groups we come across, to learn the politics of the level.
Also, two things:
We need to clear up what level we are on and why we are not on the Red level.
We should keep our access to an escape route SECRET. For use later, when needed.
Okay, Gallador will look or a smaller groups of prisoners in order to intimidate or convince to join them or at least tell what they know -skills relevant would be intimidate, persuade and force powers like leadership. He would like some of the tougher guys to go with him to make an impression. Meanwhile, Rand, Relle and other charmisatic people should do the same.
Goal is to find information and potential minions and learn who are the big players around.

Well, I am not sure that I agree that you can only use one skill in complex social encounters, I understand that you mean skill we would base our approach on..... well, based on information we have, we are dealing with bunch of ruthless, amoral prisoners, that seem to respect only brute force... so intimidate would work the best. I don`t think we can gain respect by being nice and diplomatic and we are scary people....
I would love to find some way to use Gallador`s Subterfuge to our advantage, but it would work better if we have more details on the situation.
If the plan is pretty much to beat the information out of people, you may as well let the psychos do the whole thing. It's disappointing if the thinking members have the same approach- all the more so when Xavier has already identified that this is not, by any means, simply a prison for hardcore cases (though in a pirate empire, there's naturally going to be a violent disposition). It is simply one for people that pissed off the Emperor enough.
A very clear case was made earlier for using Persuade. I am just waiting for someone to do it.
Relle actually has the best Persuade of the group and Rah and Gallador both have the next best.
What I'm think is breaking up each on going around picking up information, triple our ability.
It could also be a good idea for a Psycho to go with each one. That way if we meet tougher people perhaps intimidation would come in handier.
Relle will do it. Once they find people to talk with, she will start using Persuade to ask about who is generally considered to be in power on this level. She will ask about what level this is and why she did not end up on the red level, since it was told that it was the top.
She wants to take some of the Psychos with her, but in case she runs into people who try to kill her.
