In fact I do believe that when Sidious returned during Dark Empire, he commented that his powers were greater than they'd ever been - which makes sense considering he would have still been able to expand his knowledge of the dark side after being 'killed' in RotJ (his consciousness was still alive after all)... Plus he had a brand new, and far younger clone body to work with.
