Well the US definitely don't have the best (most succesful, most humane...) ones, but c'mon, they don't have the worst. Convicts still have rights, they get mostly treated as humans.
The way I heard it North Korea has some really horrible ones. But either way my money would be on a third world country, probably one with a dictatorship of sorts.
