He did say "nonverbal", but that's irrelevant. Force-choke can be used to knock out Gamorrians in a couple seconds, Harry will be out before he knows it, probably to quick to panic and piss himself.

No. Vader's force chokes ALWAYS took a bit of time to kill. Another thing: Luke force choking the Gamorreans, incapacitating them right away, well, there are two possible answers how he did that.
1. What I just said.
2. Gamoreanns are more succeptible to it.

Ah, so another example of when you get to decide when the 'if one jedi/wizard can do it, so can another' plays or doesn't. Have some objectivity man.
Anyhow, Luke wasn't all that much more powerful to Vader in ROTJ, possibly about equal. Vader having more experience, Luke having a stronger connection to the Force, arguable.
So Vader can do it, the other examples of him doing it slow was for dramatics.
edit: Wait, in ROTS he chokes out Padme in a second. He holds her first, taunting her with his might for 5-6 seconds while she pleads her love in an annoying fashion; then when Obi approaches and it's time to fight, he cuts her out, just like that.
