You inflict 4 damage with your shooting, as does Tarinda. Having his eyes more or less blasted out- though they heal quickly- causes him to miss as he rolls poorly.
Takuan takes no chances with the Captain. As it raises its whip to strike him again, Takuan extends a palm and sends it flying into the troop vehicle that the police brought. It crumples around the Osokan, trapping it momentarily.

Your current problem is that, without 10,000 Bolts, shooting the Osokan is slow going. My hint (and system-teaching, somewhat) is that you may want to consider going to fisticuffs with this thing for a moment. Street Fighter allows you to deal out higher damage and punch through its armor, after all.
I had considered that, and I suppose going in that close takes away some of his advantage with the whip as Alek will be too close for him to use effectively.
Going with that then Alek, swaps in SF and taps it. With a smooth motion he holsters his blaster, dodges past the whip and slams a vicious punch to the osokans jaw followed by a knee to abdomen.
Regardless, the Osokan is going to hit you with the whip. Being shot or punched does not reduce your dice pool; it is only happening to you because you are feeling the paralyzing effects of the whip!
Initiative is yours!
Rah twirls his blaster away and then punches up the Osokan! It heals some of the hits quickly, but Rah's attack and counterattack do a total of 11 damage! Rah takes 5 damage in return, minimized by Dodge & Weave's Armor. Tarinda then shoots it in the head; it goes down and your way on is clear!
Takuan, greatly slowed by semi-paralysis, staggers forward and tries to pin the Osokan Captain to the speeder with his lightsaber. One success is 7 damage.
The Osokan then backhands him, cutting his eyebrow open with the hilt of his whip.
Things don't look good for Takuan...

"Come on Tarinda!" He yells as he grabs Takuan arm and pulls him to his feet. "I think we out stayed our welcome..." he says as he looks at the transport as a way out. "...if I get us in, can you fly this thing?" He asks Takuan.
If it's a viable option then Alek will use fix-it to gain entry and start the machine up.
