I figure the Avatar State isn't just a switch that automatically grants you all the past Avatars skills and knowledge, instead you (the current Avatar) actually has to communicate with a specific spirit in order to gain their knowledge/skills.
I imagine the "last resort" version of the avatar state they go into when their lives are in danger just grants them temporary access to a level of bending that they aren't capable of producing on their own... that is collective knowledge/skills being used in the moment, but for more specific knowledge/skills they actually need to contact the spirit, e.g. the way Aang asked Kyoshi and the other past Avatars for advice on how to deal with Ozai.
Korra sucks at the spiritual side of her powers, so i guess communing with specific Avatar spirits is still beyond her at this point.
