No human character is smarter than Reed Richards, or at least they can't match the effects he's made with his technology. He's twice created pocket universes and once created a device to destroy a Celestial. He's consistently shown domination over all his supposed peers at Marvel in every raw scientific comparison that one might make (he lost, however, to Stark in a game of chess).
The hard truth is, he's shown himself to be smarter than most COSMIC tech guys in terms of what he's come up with -- certainly Thanos and the High Evolutionary never created any technology that had an effect on the level of what Richards has -- but when real comparisons come into play, he always says they are far superior to whatever he could build. Go figure.
Not many are on Reed`s level, let alone smarter.
I`d say Hyperstorm and High Evolutionary are better. Possibly Thanos. Not sure about Braniac.
Stark, MODOK, Leader, Apocalypse and especially Doom and Banner come close but Reed is still better.
Pym, Xavier, Sinister, Beast, Batman, Magneto, Cho etc are geniuses but not "superhuman".
Spiderman anc Cable may have the potential to get to Reed`s level but would need a decade or so to sharpen their minds properly.

You have to be specific when your talking about how intelligent he is. People asume that if your smart then you know everything. Being a genius does not make you a genius in every intellectuall field or games that one of the reason why Reed Richards lost to Tony in chess because Tony is a better chess players which is a different intellectual field from science. They are so many intellectuall field such military strategy, business strategy, sciences, psychology and much more. Reed is more of a scientiffic genius at best most of his genius that he has shown are physcis despite the fact that he is a genius in every single scientiffic field. I doubt that he is a better tactician then Deathstroke or Adam Warlock. Sure Reed is genius but he not smarter then eveyone. He even stated that Otto Octavius is more knowledgeable them him when it come to radiation.

Brainiac is a better scientist when it comes to analyzing Reed is a better inventor.
