It depends. Sidious has exhibited control over the amount. Sometimes he likes a nice slow roast up, other times he gives it the old "Unlimited powerrrrrrrr" and just blasts fools from Coruscant all the way to Inglewood.

however, the same Jedi were NEVER shown using the same speed while casting force attacks.

What does this imply? That they can't. That force attacks requires that much more to execute.
