Except for the obvious distinction that a street leveler who moves more or less at a consistent speed, and someone who can fly at light speed slumming it to slug it out with a low speed bruiser in h2h aren't exactly interchangeable.

when logan fights, its basically one gear. sure sometimes he may be more feral, but its still about the same speed
surfer or quicksilver, on the other hand have a much wider range of gears...from lightspeed when traveling to stars to peak human when battling thor

when wolverine stated no one can be that fast its a showing that tells us that wolverine wanted to counter his speed but just couldnt he didnt believe someone was that fast, when the speedster yo yo got her hands cut off while running and using her super speed it was stated again " no one can be that fast" they couldnt believe someone was that fast now show me any speed feats of thor doing anything aside of flying and slugging it out like some brick? if 90% of his fights he doesnt have any super speed while fighting guess what? maybe he doesnt?

If someone say "This guy is too fast for me," the obvious implication is that the character who made the statement is operating at the best of their abilities, but the opponent was superior to them.... it's not like the character who made the statement was holding something in reserve and just decided getting his ass kicked was the best plan of action.

None of the stuff you ask for is put in print in any medium because it would be sloppy, pandering, boarder line insulting story telling and writers largely assume readers, being smarter than you are, can do some leg work themselves and come up with obvious conclusions with everything be stated bluntly.
