Having them and using them are two different things.

I see so he didn't use them because he got shot?

He wasn't moving, nor was he shown trying to. So why should I assume that Slade overcame Impulse level speed?

What do you mean he wasn't trying to? Do you mean he wasn't fast enough to dodge?

Impulse couldn't move, he was tranq'ed and Deathstroke walked up to him and blew out his knee...

It seems to me, silent master, is that your "tactic" is to disprove peoples reasoning rather than show proof of your own.

When have we seen Havok immediately go for an omniburst?

Sure, slade has a lot of pis speed feats, but at least he has them, can the same be said about Havok? When has he tagged Quicksilver (who is slower than impulse)? Show some and people might be more inclined to believe you...

How did he get tranqued?

No, I don't mean that he wasn't fast enough.

Are you trying to claim that Slade is fast enough to hit a non-jobbing Impulse?

Right, because I didn't list several people with human level speed that have been able to react to Slade....oh wait, I did.

He ran into a dark warehouse, stopped moving and Slade nailed him with a tranq dart. I think Bart's speed was stated as only being "speed of sound" in that issue also.

Maybe.

Just as I suspected, you're probably lowballing his speed anyway. Anyone got scans?

Maybe.

So, all the times he's been hit by street level people are PIS or jobbing?

great, you're still trying to disprove rather than prove.

Why would he waste his time proving that Havok can match the irrelevant PIS feats of Deathstroke? 😕

No.

How can he be fast enough to hit a non-jobbing Impulse, but not too fast for street level people?

As irrelevant as they may be, there are more of them, to my knowledge, than there are of Havok shooting at the same distance and tagging people.

Well fo starters he said he could move at the speed of sound (srank was right, not sure if that changes anything). Sometimes street levelers can be harder to hit than speedsters because eventhough they don't have raw speed they have training.

So, Slade is able to hit Impulse because of his skill and not his speed?

Doesnt matter anyway, looked at the feat and I dont think its admissable. Both would have been the answer to the question.

Really only one (maybe two) of Slade's exchange's with a member of the Flash family could be construed as legitimate speed feat, and that is the time Bart was effortlessly blitzing him Spider-man style, then Slade drew a knife and kicked him breaking his ribs. The rest are mostly examples of Flash / Kid Flash being careless and running into his sword or staff.
