Looks like Kevin Williamson is on for writing the script:
"It would take it being really as good a script as the first one was ... and the pay day reflects what I've done for that company and what Ive gone through on Cursed (laughs)." Craven also confirmed that a deal has been made with Kevin Williamson to write the script -- which, supposedly, will be a "younger version" of the Scream franchise, with some of the old regulars (Arquette couple and Campbell) possibly making cameos.

The Arquettes in Talks for New Scream Trilogy?
Source: Entertainment Weekly June 3, 2009Entertainment Weekly has learned that Courteney Cox Arquette and David Arquette are in talks to star in a new "Scream" trilogy.
The magazine says that writer/director Kevin Williamson has been working on more films that will bring back many of the characters from the original movies. It is expected to start production this fall.
Williamson has approached Courteney Cox Arquette and David Arquette to return. No word on whether Neve Campbell's character, among others, will make the cut.
Wes Craven who explains that the new planned SCREAM trilogy is a continuation of the series (kind of), as opposed to a remake like Entertainment Weekly explained. "I don't think it's a reboot and Kevin, when he talked to me, said, 'Remember, it's not just SCREAM 4, it's SCREAM 5 and 6.' So I guess he has a trilogy in mind," he tells the site. Craven also confirms that he isn't opposed to directing it.

Reports emerged on Friday that Neve Campbell turned down a role in the planned upcoming sequel/relaunch after scribe Kevin Williamson left a tweet saying "trying to figure out a Sid-less scenario, this sucks" on his Twitter account. This led to much conjecture, including talk that Campbell's Sidney Prescott character would either be the killer this time or get killed in the opening sequence.The PopWrap web site got in touch with Williamson to explain his tweet, here's how he responded: "I've had numerous conversations with Neve. She's a friend. Nicest girl on the planet. It just ain't workin' out and it sucks for me. It was no cameo. I'd never play Sid out that way 🙂 And I ain't got no Sid-less scenario. So, I don't know yet what to do. Hate all the wrong info circulating. My fault. There's a learning curve with Twitter."
Both Arquettes Signed for Scream 4

Actor David Arquette (who played Deputy Riley in Wes Craven and Kevin Williamson's "Scream" trilogy) confirmed to E! Online that he has officially signed up for the sequel, and so has his wife Courteney Cox.
"We are going to be doing 'Scream 4,'" Arquette tells the site. "Kevin Williamson is writing the script at this moment, and hopefully Wes Craven is going to direct."
So there's two actors locked. Arquette hopes Craven and Neve Campbell follow, but that's still all up in the air. Williamson, as it has been reported, is penning a "new trilogy" in the franchise. Craven's commitment is contingent on the strength of the script. And naturally, no plot details are being revealed as to where Williamson is taking the story next.

"I figured it would be a blast to bring these characters back to life and see how they've grown since SCREAM 3, he told the NY Post.
