This scan states that Superman breaks the laws of physics and gravity in half by sheer MUSCLE POWER and this is why He is moving at those speeds, can Hulk MUSCLES DO THAT?
That's just a fancy way of saying Superman is supremely fast because his muscles are incredibly powerful.
Which is wonderful, because Superman is one of the few characters I know that is fast BECAUSE he is strong.
Afterall, in reality, you can't be fast and weak at the same time. Speed comes from power. And power, comes from muscles.
It makes absolutely no sense for some random character, who is say, just a really large man, only be as fast as a normal human when he can lift dozens of tons or something. Yet we see this all the time in fiction. If a man can lift 20 tons with ease, his own weight, is going to feel like nothing--thus, he would be very fast.
