We know that Thor can do this very quickly and can call upon storms while doing it. I don't think Thor wins 10/10, but he definitely wins a majority here.
In response to power drainage
The only problem that I see with this sort of tactic is that the Hulk takes his power from an inexhaustible and undefined source.

And that would be your opinion. the fact that Classic Thor stalemated against a Savage Hulk that is far inferior to HOTM Hulk made me at first think that this was spite against Thor, but then i had to take into account all of Thor's abilities. Losing touch with Mjolnir would be a glaring weak spot for Thor, and I don't want to say this, but if Thor got into it with a guy that is far above a guy that he stalemated with, he would be beaten.

His HF might keep him in the fight long enough to use the environment to lure Thor close enough for an attack. The planet being indestructible means things like caves or outcroppings would provide great cover.

So uhm, did you ask Damborgson to change the OP to be more suitable for Thor? He only said that the Planet was unable to explode, not that pieces of it could not be used as weapons. He said that they can use anything at hand, which could literally mean debris the size of a city. it's really not up to you or me to go changing the rules of combat this far into the thread. That's just not the way the game goes.
