Yup, the Outriders were symbiotic probes sent from the Uni-Lord Universe into the 616 Universe as a distress signal to find champions.

Multiple probes with different number designations were sent into 616 and narrowly missed contacting Bill and Quasar before dissipating.

The only probe to make contact successfully was Outrider 1-1-1 who merged with Uni-Lord Surfer cognitively and structurally--which lead him to cross over to the Uni-Lord universe and save it.

After saving it, Uni-Lord Surfer crosses the cosmic well back into the 616 universe (as shown by the scans) to merge with his 616 counter-part.

The fact that 616 Surfer was in a trance muttering "1-1-1" after being merged is confirmation of the merging.

Obviously abhi doesn't understand any of this because he's fully admitted that the arc was confusing for him, but he's still perfectly willing to dismiss it as non-canon just 'cause it suits his agenda.
