It's just like I said. T-vo is presented as a form of Kryptonian warrior madness, amping their combat effectiveness by altering their state of mind from an alert, awake beta state, to the theta state, as normally happens when dreaming.
Which makes it conveniently handy against Dominus, who can't access dreams to alter reality, but needs an alert mind in the beta state. So yes, it's entirely accurate to say T-vo just so happens to be handy against Dominus.

The fact that Superman himself hasn't used it in over a decade, and the way editors have spoken about it, leads me to believe that it's all but retconned at this point.

Because people are using lifting feats as evidence of strength level; those kinds of feats are missing from a non-flyer like Doomsday. What is the biggest, heaviest object he's lifted? He's not known for something like that, the way Superman or Thor or the Hulk gets mentioned. The contention that he is stronger just comes from him being able to overwhelm Superman in h2h. The same way when Darkseid locks arms against Superman, they are potrayed to be dead even - even without a notable feat of strength by Darkseid in the past to refer to.
Thanos gets the same respect without such feats - Peter David commented that Thanos should have his own strength category, that's how strong he conceives him.

Superman's strength level has gotten him erroneously dubbed 'a planet mover' in the past - this overlooks the fact that even if he could move a planet, he would have to be in flight to do it. Even Superboy Prime in the past was clearly flying when he did such things during Infinite Crisis. I'm illustrating the contradiction between how much mass Superman can move when he's in flight versus how much he can when he's on the ground, and locked in h2h combat. Because they have been shown in the past to be different levels.
