It's not just a statement, though.

Surfer was actually moving incredibly fast, far faster than the human eye could see if we look at the intention of the art, in conjunction with his statement.

I'm pretty sure the writer's intent was to say "Hey, true believers, Surfer is moving FTL here" and not "Surfer's explicitly bragging about moving FTL, but here, he's just moving really fast". At least in my opinion.

I don't consider character statements as something absolute as writer narration. Was surfer going ftl there, maybe or maybe not? Saying that surfer went ftl in a split second when no such limits were specified is wrong though.
