To my knowledge, no one, but seeing as we're discussing Sharingan users vs. Relativistic+ star destroyer, the inquiry is irrelevant. Your timing doesn't shoot up by a dozen thousand mach just because you can respond to teleportation via precognition (I brought up Cole, who doesn't have precog, for this very reason).

A) Cole's not average human.
B) I'll say it again, no one gives a damn about what someone else's universe calls them. (Hell, by Naruto-verse standards, Ganondorf would also be a "god".) Especially Asura, who's also a god, but he also happens to just be well above them, too.

That's true, but again, Guy's speed bending/distorting space in the manner that it did would require him to be moving at relativistic+ speeds. And, put bluntly, Madara was able to react to that.
And Sasuke is far faster than Madara was at this point.
