Your strategy is to pick your moments to fight, when to get in and when to get out. The DWR is not about just auto attacking or spamming skills. Stealth helps a lot. Let your tank/warrior initiate and tie people up. Position yourself behind or to the side of your enemy and strike at them. If you gain the aggro then stealth out to have a clean get away.
Cunning and Dexterity are the skills that will help you the most. Passives that give you those stats are really useful. Cunning increases your crit chance, while Dexterity increases your overall damage so remember that when forging and crafting armor and weapons. Subterfuge and the Dual Daggers tree are the only ones you need to use. Could put some in the Sabotage tree if you want to put poison on your weapons, but not necessary nor optimal.
It's going to be a long road and you're going to feel like you're not doing much. It may feel boring but as you progress you will be a killing machine. Flank Attack is a great move to start out with. It gives you a gap closer, you position yourself behind the enemy (unless you activate it while already behind them.) and it's added bonus perk will automatically stealth you. I only used Twin Fang in the beginning and it felt weak and useless since I could never really nail it's combo conditions so I'm not sure how good it is further down the line, but the passive ability under it is really good. Never be afraid to take a passive over a new move when leveling up, at least when it comes to the DWR.
Spinning Blades is my favorite move and with the upgrade perk it has a good chance to knock your opponent down which would allow you to do more damage with Twing Fang. Right now, my little combo is Flank Attack>Spinning Blades>Twin Fang (Just added this skill again to my moveset as I'm typing this.)
Specializations will change up your style as well. Most DWRs are either Assassins or Tempests. Tempests can be really fun with the Elixirs. Thousand Cuts is a beastly move and synergizes well with your Dual Dagger kit. Flame Elixir makes your abilities either cost no stamina or they have no cooldown. Either way, it's a good move . Just checked on it and Flame Elixir/Flask of Fire makes your moves cost no stamina and have no cooldowns if you fully upgrade it. Ice Elixir makes anyone who gets near you or attack you (not sure which off the top of my head) gets frozen, it's upgrade taunts them to attack you. Frozen enemies will take more damage and they will be stuck there so you can reposition yourself to attack their flanks. The Subterfuge Tree won't be as heavily needed or reliant to make this specialization work but Stealth is still a good way to get out of sticky situations.
The Assassin is the way I'm going, it's also good. It deals with single target damage, exposing their weaknesses, hit and run tactics. This tree relies more heavily on the Subterfuge tree, but that's not a bad thing. You can put people to sleep and attack them. Mark of Death and Hidden Blades would be your bread and butter of that tree. You'll deal a lot of damage.
To shorten that all up go with Assassin if you like stealth, hit and run tactics, debilitating your opponents and you like the quick and flashy movements.
Go Tempest if you want to be more in the fray, spam moves and kill indiscriminately.
All that being said, I'm still new and claim to be no expert so any or all of my advice may be wrong. I am playing on Hard and right now my Rogue is doing fine in fights.
