I agree but we both know Goku knew he wasn't a match against Cell which is the reason he focused more on training Gohan.

Goku doesn't hold back throughout the entire fight. He was clearly going all out against Freiza, especially when he turned Super Saiyan. Just because he didn't kill Frieza, doesn't mean he was holding back.
You might want to reread DBZ...better yet, start at regular dragonball first.

Goku wasn't holding back the entire fight, no. But once he hit SSJ, it looked like he outclassed Freeza. Seemed disappointed, even.
It's not just a Goku thing.. Even a villain like Perfect Cell and that new "god of destruction" from Battle of the Gods holds back a lot of their power, for the sake of the challenge. (70% is all he was tapping, he claimed).

He also killed Piccolo, and a bunch of Red Ribbon Army mooks way back in Dragon Ball.
But after his "godly training", he changed.. That's when he spared Piccolo that second time (Partially to save Kami, true, but he was also standing firm on the principle of killing a defeated opponent.)
Basically, he's capable of killing, and if the stakes are high enough, he usually has his priorities in order...
But he's also put Earth in danger countless times over his obsession with fighting strong opponents, for the sake of fighting them. (Buu saga's a prime example of this, where he felt like it wasn't his place to end Buu's threat and rob the kids of a fun fight...)

Once Frieza powered up again, it was either pretty even or Goku was just slightly stronger. I don't think Goku could have killed him at just anytime.
