The writer lied.
He did believe the physics of such a special and highly secret (not standard) hold can work on Surfer. He told other writer's this (including Brevfort).
Later after much criticism he lied and said Surfer wanted it to happen.
But that fact is contradicted by Surfer's facial expression showing strain to get out. Why would Surfer strain and demand BP unhand him?
The armbar is supposed to a be secret and effective way to hold a humanoid. The move doesn't exist in real life but only comics. Thus by the suspension of belief it was a special and ancient secret technique (only known to very few) that is capable of such feats.
