All changes to Khan (hair, state of dress etc) came about after Starfleet found the Botany Bay early due to harder space exploration due to the narauda incident.
His psychological make up pretty much the same, just with a different grievance.
He didnt meet and marry that chick from the Enterprise, she didnt die on Ceta Alpha, and therefore the 15 long years of hatred of Kirk didnt happen... but now the starfleet grudge replaces that.
