No, he isn't anywhere near as fast or combat effective as Khan.

Round 1) Data 10/10, ie wins via shitstomp.
Round 2) Data 9/10. Khan might get a critical hit before Data uses his strength to dominate, but not likely.
Round 3) Could go either way since it's seek and destroy, but iirc, Data was hit by a phaser in St: Insurrection and it just made him go bad-ass. Been some time since I've seen that film, so the exacts of him being hit are cloudy.

3 wouldn't go either way. It'd be 10/10 data. He has super hearing. I believe it was stated at any one time he can hear and process individuals speaking across large parts of the ship. There's also an episode when he's walking with Geordie and he says he can hear the captain coming when he's nowhere near them but can identify him from his footsteps.
