Data is a way beyond anything Khan is, and would conserve energy in that situation, instead of flapping his arms around screaming like a girl and decorating the whole place in clownpiss.
Also it illustrates perfectly to the enemy that they are fu*ked and have no chance whatsoever.

Khan has the strength to damage him with the environment and knock him off the railing in scenario 1. This is an easy win based off Datas piss poor reflexes.

That's what Data is like when he doesn't care about frightening humans.

Data consistently holds back his abilities to appear more human like to those around him so they do not get scared or disturbed. This was stated, more or less, in the episode where he rescued that little girl on the apocalypse planet that radio'd for help.
