A big lol to the notion that a guy who's pretty much an unparalleled genius and strategist gifted with incalculable powers of foresight and precognition and who orchestrated a galactic spanning gambit involving a zillion variables would somehow be absolutely incapable of predicting his opponent's next move.
Not saying he did, but it's not outside the realm of possibility.

There is no conceivable manner in which Palpatine could have known that Windu would opt for an overhand, exaggerated slash through sheer intellect.
It's only possible because we can look at it from an OOU perspective and know that Palpatine has plot armor, just like how we all knew that Yoda would not die to those two poor clones sent to kill him.
"he's super smart!" just isn't an answer here.

You mean like how he foresaw the Rebels would come to Endor and that Luke would surrender himself to Vader and yet he didn't foresee Luke's defiance or Vader's treachery?

There is literally NOT ONE QUOTE from Lucas in the script.. movie or commentary.. interview or novel that sayshe threw the fight and wasn't trying to kill mace.. NOT ONE. If you have it post it
What he we do have is him line editing the novel saying they are equals... what we do have his him saying he attacked Mace with all his fury... that TOTALLY AND COMPLETELY contradicts the notion that Sids wasn't trying to kill Mace. So why some continue to try and peddle this theory is beyond me.
He EVER CLARIFIES FURTHER... You have to be Yoda or Mace to compete with Sids... He didn't say.. Mace can compete with Sids when he's holding back and not trying... when he's not trying to kill him... any numbers of things he could've said and he NEVER DID. What he did say was Mace can compete with Sids PERIOD. He also said Mace OVERPOWERED Sids.. He didn't say Mace only overpowered Sids cause he threw the fight. Stopping ASSUMING YOUR OWN CONCLUSIONS for a laughable unsupported theory. G canon is very clear on these matters....
Sids attacked Mace with a fury and might. VERY CLEAR... Never one not ONE quote saying he was holding back not tryign to kill him. NOT ONE. Stop trying to make excuses for Sids losing the saber fight and losing part of his face. He get beat.. period.
He was pretty damn confident in ROTJ. Meaning he had no reason at all from past experiences to doubt his foresight.
And the ROTS novel makes it clear Palpatine had every faith in Skywalker to rescue him. Which has to be true because we have it confirmed from Lucas that he feigned weakness with his Lightning.
That said I don't believe he threw the Saber fight. I just think it was cirumstantial (fight began with 4 on 1) and that it was a peak performance for Mace.
I'm sure Sidious would take a majority in Sabers, and probably a large majority in an all out if it were one on one from the get go.
