I will back up Edward Elric (FMA) for High Street, and Shizuo (Durarara) for low meta.
Kenichi at high street is madness though. The guy has stopped 77 ton boulders with a punch early in the series, and taken hits from master class opponents, and even reacted to them. This brings his stats on a level with Spiderman, maybe even higher. Low meta.
Hayato Furinji is a pretty solid mid meta, being mach 40 or some shit and a cool young man.
I second Goku for mid herald.
Also, I vote Sheogorath for, hmmmmm. Skyfather, I guess, being a sentient planet with influence spanning a dimension the size of a solar system and beyond.

Vergil was weaker before Downfall, both the final fight and Dante's cocky "I'm a better fighter (or stronger?)" line suggest that much. Downfall likely made them even, or tipping in his favour.
