They're all capable of trans-dimensional travel and reality warping to some degree in their own way. It might not actually be enough on its own to grant them Herald status, but I wouldn't consider even the worst one to be lower than Meta.

Nicol Bolas is herald level, Jace, Liliana are probably high meta while the rest are mid in my opinion.

And even if he has all those feats, that hardly guarantees a place in the low Abstract. Unless he's definitely a Lord of Nightmares type character for the Pokeverse, I refuse to accept him being placed in that tier, and will continue to dispute it with all my energy. 👆

The movie versions are low end, lol. I don't think anyone's tiering the movie versions of pokeymans other than MewTwo.

Video game. The pokemon games have the legendaries as physical embodiements of space, time, and an alternate universe, all of which was created by Arceus and in Diamond and Pearl, I think it is, Dialga and Palkia are individually powerful enough to create new universes(?*) Arceus is pokegod.

*It's been a while since I played D/P/P, it might be galaxies. Notably I haven't voted on those pokemon, only MewTwo.

In the Gen 4, the admin of Team Galactic named Cyrus captures Dialga/Palkia in order to destroy the universe/galaxy/world (all three worlds are used) and then create a new one that lacks emotion. He uses an object called the Red Chain (made from the crystals of 3 other Legendaries) to do this because using a pokeball either wouldn't work or would weaken them too much.

So the goal is to stop that from happening. At the climax of the game, Dialga/Palkia actually does start warping time/space but is stopped by the Emotion Trio of Pokemon, who presumably calm them down or otherwise make them stop doing their thing. That pretty much ends the arc.

In Platinum, however, Cyrus manages to capture both Dialga and Palkia, and they again start doing their thing. The Emotion Trio still shows up, but can only stop one of them, as the other is still powerful enough to accomplish the goal anyway. At that point, Giratina is disturbed by space/time being thrown out of balance, and throws an unbelievable tantrum that starts merging another realm called the Distortion World with the real world. This stops Dialga and Palkia, but now Giratina's rage is threatening overtake the world, and unlike the others he has no plans to make a new one.

The Distortion World is a place where the laws of physics are at best guidelines. Once the player is inside, they can start walking on walls and surf up waterfalls. Objects disappear and reappear randomly, or transform into something different entirely, and the whole thing is floating in an apparently endless void. In any case, the player manages to calm Giratina down and the Distortion stops. Everybody escapes but Cyrus, who is now stuck in the Distortion World.

That about covers it. Stuff does warp a bit on screen, but in all cases they get stopped before any permanent damage can be done. The mostly commonly used word during this is "world" and "galaxy" is a close second. Creating a new universe is referenced once or twice.

The Abstracts in comics(I debate comic book characters 99% of my time on this site) vary in power, but the usual range is universal(the lowest low of that tier, mind you) to multiversal/omniversal.

There are Cube level Beings(like Post Retcon Beyonder and Dark Molecule Man) whose most absolute high-end feats go to the transmultiversal scale. Then there are some skyfather-level power sources(the Odinforce) that have managed to spawn a pocket universe, or threatened to burn a full-sized universe(Surtur's fire spores from Everything Burns).

The tiering for Arceus probably fits as far as non-comic characters go, but if you want my perception for criteria on what classifies as an Abstract-level character, a vague and indefinitive answer is the best you're going to get.

Seconded, though for the sake of it would like to see how big that robot was.

Mid Meta for Dexer with gear? He needed family assistance when fighting the a MM Kaiju, so he's not getting above this. Though his DexBot 3000 could be a step above this, plus all the other haxy things he can bring to the table.

I think Dexter could make it to high meta human especially when he turned a t-rex into a dog made a turtle super fast had a jet with super sonic speed and took down tons of ninjas would stuff he made in a day that even impressed major glory
