DMC series problem is their anachronic order, so more flashy feats chronologically happened earlier in the series, and a most powerful incarnation has most of its feats based on Word of God and/or extrapolation of what chronologically came before but was developed later.

Dante4 is casually stronger than them normally, with Yamato allowing him to hit high above his pay grade (Things Dante would need to be a thousand times stronger to stab normally). High hypersonic speed (easily relativistic with Quicksilver, a Low Herald quality), time stop, regen, clone and BFR. Dante1's (weaker than Dante4) power was high enough to match Abigail's, a demon who like Mewtwo was building up to lifewiping. He already made a demon seal span over all of the USA by the time Dante one-shotted him with DT. Both Dante1 and 4's physical traits alone are High Meta without taking into account any powers.

In concept art devs said that they were planning to give Dante4 a Majin form and it would far surpass Sparda. And DMC2 Dante fits "destroying a million-populated city or a small country with ease" powerwise.
There's a lot of powerscaling, which is suspect. We can point out DMC2 Dante's feats, measure them, and also say he's 'somewhere above' his lesser selves, but we haven't quantified to what exact extent.
Every character in the Ten Bouts thread is a high meta, the thread isn't very far along, but there are several characters in that thread who physically outperform Dante, a primarily physical character. I don't think he can really be placed above high meta.
But I only get one vote.
I'm hoping to get more discussion in that thread, and see how many characters Dante can split with.

Powerscaling yes, but what happens when a character can dominate a High Meta to that extreme degree? Dante2 would literally and effortlessly and easily tanks anything Dante4 throws at him, without powering up.
Yeah those guys have superior strength, just as Dante has superior speed and abilities over them.
Then again look at Ganondorf and Mewtwo; They are both vastly weaker and slower than Dante and the only thing that puts them in Low Herald are from things Abigail, Dante's inferior, was capable of.
Many of this "outperforming" is highly stipulational and gear dependent, to be honest. Also there is one problem - appearances. 40+ years old comics characters, especially popular ones, tend to have a lot of ridiculous feats.
DMC verse suffers GREATLY from anachronistic order of series where flashier feats technically belong to lesser incarnations. Me and BloodRain are going to stand our ground...
But then Stark was the benchmark for high meta for a long time. And based on this...Dante is high meta/elite meta for sure, low herald... depending on stipulations. But then between those two tiers there's a lot of mutual trashing. So I don't see the reason to be stubborn or throw flashy battlezones... however I may do one if/when I win current amalgam high meta tourney.

Most of those are sorted without conflict and tallied. Dante sits at 3/2, and needs more votes.
Let's take it like this.Mach 172 (higher with Quicksilver/Sparda DT) is ABSURDLY high speed. Most guys in high meta who reach this speed (Northstar/Quicksilver etc.) are one trick ponies who have ONLY SPEED and nothing else.
No magic blasts/shields/insane regeneration/superstrength/arsenal of magic weapons.
That's why I think that Dante firmly belongs to lower part of low herald tier/Elite Meta tier. Just like Stark. He's near the top of tier in one category and has a f*ckton of good stuff in other categories.
