Toonforce is always tricky. Cant think of anything that would put him even in High Meta, least not from the movie.

mmm All right, that sounds like the right tier then.

Anyone that mastered Hokuto Shinken would probably fit that tier. Jagi never mastered it and no one cares about him so he doesn't count.

Low Street.

Well, The Doctor for Low Street. In combat he's only athletic, and arguments can be made that he'd use his brains to do something but in the end without his Batprep and in a situation where he doesn't have a chance to think his way out, he's not taking people down.

Just like prep boosting Batman from Street to Herald, the Doctor would be Meta/Herald with some prep, Cube with more and/or better things to work with.

Besides the Doc and others that work in the same way there are around 3 Heralds, 2 Cubes and an Abstract.
