Saying that Spider-Man can beat him so he shouldn't be there is cherry picking. Just because someone in a lower tier can beat them doesn't take away their standing necessarily. To be in a mid tier means that you can beat nearly everyone under you, beat those or at least provide a challenge for the people in your tier and possibly standing somewhat of a chance against people in the tier above you, at least from what I understood from the comics.
If we go on them not being there simply because one or two is believed to be their superior then Hideyoshi shouldn't be in low herald since nearly everyone in High Meta can kill him or at least give him a good fight. Kenshiro would kill him 10/10 with one finger. I don't know Pride so I can't comment without more knowledge given.
