The Dooku and Maul bit, being a continuation of the same sentence, would mean that they also didn't have the potential to become more powerful.
The whole point of the entire quote is about what Luke would become, and what Vader no longer could. All about potential to become.

Whether or not Lucas had changed his mind (he does all the time), doesn't make Ares' interpretation of the original quote wrong. It's the only interpretation that makes sense. To suggest otherwise, is reaching considerably. Stop making it out to what it's not.
