"From then on, he wasn't as strong as the Emperor" would have to mean potential, considering Anakin never reached the Palpatine's level as far as actualized power. The Dooku and Maul bit, being a continuation of the same sentence, would mean that they also didn't have the potential to become more powerful.

The whole point of the entire quote is about what Luke would become, and what Vader no longer could. All about potential to become.

There is no "fan theory", it's called using your brain. Sidious picked Maul as an apprentice far before he knew of Anakin's existence. Maul was meant to be Sidious' apprentice, and not a throwaway assassin. That's been established ever since TPM and the TPM novelization. Sidious wouldn't pick someone that didn't have the potential to surpass him. And Sidious was devoted to the Rule of Two, as evidenced by his statement to Yoda about Vader surpassing both of them.

That coupled with Maul's incredible progress at such a young age is enough evidence.

I know many fanboys have an emotional need to believe Sidious was some unique snowflake, but there is no evidence for that. The only unique snowflake was Anakin, and later Luke in his place. Sidious benefited from being the culmination of a Sith line a thousand years in the making. If he had been born earlier some other apprentice would have disposed of him.

Hasn't anyone ever considered the fact that, as of yet, we have no knowledge of a Sith apprentice having challenged his master and lost? Why is that? Because the Rule of Two works. If allowed to mature, a Sith apprentice surpasses his master. Sidious was just lucky to be born in a time when the Light side waned and the Dark side reached its zenith.

Whether or not Lucas had changed his mind (he does all the time), doesn't make Ares' interpretation of the original quote wrong. It's the only interpretation that makes sense. To suggest otherwise, is reaching considerably. Stop making it out to what it's not.
