In the fictional universe that Dr. Manhattan exist in does magic exist? Has the word magic every, been used in connection to Dr. Manhattan powers? If not then Dr. Manhattan powers are not magic in his universe but would be consider so in the non-fictional world.

Sounds good to me. I don't think any of us who have argued that it is functionally magic will make the claim that, within that universe, people think of Dr. Manhattan's powers as magic. Well, some of the regular folk on the streets might think that. But not the major characters.
