Captain America: Civil War
But worry not, people who think that no matter the comic book universe the destruction is too damn high: Captain America: Civill War will be addressing your concerns. Robert Downey Jr tells Empire:"There’s always the bigger overarching question, that Joss [Whedon] brings up all the time – it’s kind of weird that these guys would have all these throw downs all over planet Earth and it looked like a little collateral damage happened over there, and yet when the movie’s over, it’s like nobody minds. You have to figure, were you to ask the question, what would the American government do if this were real? Wouldn’t it be interesting to see Tony doing something you wouldn’t imagine?"
This will all grow out of Age of Ultron, which will have a climax that will be the most comic book-y battle we have ever seen in a movie - which means it will also be profoundly destructive.
"The main thing to me is, and this is where I think the Russos are quite brilliant and where Kevin backed the play, is what sort of incident could occur and what sort of framework could we find Tony in? The clues are in “Ultron” about where we might find (Tony) next. But what would it take for Tony to completely turn around everything he’s stood for, quote-unquote, because he was the right-wing guy who could still do his own thing."
Boy, this sounds an awful lot like Captain America: Civil War is just going to be Tony's story, huh? RDJ says not quite.
"Ultimately it’s Steve’s story; it doesn’t say ‘Iron Man 4: Civil War’. I think that’s great too. I think Chris [Evans] has been hungry to bring even more of an underside and some shadow to that. I remember the comics – on the surface you got the sense that Cap was baseball and apple pie, but underneath there was all this churning stuff of being a man out of time. Now we know he’s made his peace with that. What’s the bigger issue? It can have a little something to do with the past, but it can be about someone becoming more modernized in their own conflict."
Either way, with Thor dealing with Ragnorok in Asgard, I'm betting he'll be absent. I also see Banner being a neutral party, or already in government (Iron Man) custody since he goes apesh*t in AoU (maybe in the same place they're holding the Abomination).
With SHIELD being basically non-existent after Cap 2, I'm betting Stark makes some new corporation to get things under control, or he just lends himself and his assets to the government (possibly as a result of Hulks rampage which will be used to replace Nitro exploding in populated area killing 600 civilians; although Hulk going on a rampage and killing civilians was also a stepping stone towards the CW in comics). This forces all the street level characters (Spidey, Black Widow, Hawkeye, the twins, Daredevil, Black Panther, Luke Cage, Crossbones, Falcon, Winter Soldier, etc...) to split and take sides.
I'm hoping for this scene eventually.

The fact that it is the first movie to come out after AoU also makes me think it will happen as a result of something in AoU.
I think you forgot about Ant-Man.

Marvel Studios
Marvel has revealed the cast list for the third Captain America movie, and it's shaping up to be more of an Avengers 2.5 than a straight follow-up for the (surprisingly likeable) super soldier. The start of shoot notice for Captain America: Civil War unveiled by the publisher reveals that leading man Chris Evans will be joined by... basically everyone in the Marvel Cinematic Universe.
The film loosely adapts the comics event of the same name. The official synopsis given by the studio reads "Steve Rogers leads the new team of Avengers in their continued efforts to safeguard humanity. After another international incident involving the Avengers results in collateral damage, political pressure mounts to install a system of accountability and a governing body to determine when to enlist the services of the team. The new status quo fractures the Avengers while they try to protect the world from a new and nefarious villain."
And yes, that is the new Avengers team established at the end of Age of Ultron, meaning the cast immediately balloons to include Scarlett Johansson (Natasha Romanoff/Black Widow), Anthony Mackie (Sam Wilson/Falcon), Paul Bettany (The Vision, arguably Age of Ultron's breakout character), Don Cheadle (Jim Rhodes/War Machine) and Elizabeth Olsen (Wanda Maximoff/Scarlet Witch). That's six cast members straight off.
They won't be alone though. Paul Rudd is confirmed to appear, marking his first wider MCU appearance as Scott Lang/Ant-Man after this summer's standalone movie for the new hero. Civil War will also introduce Chadwick Boseman as the Black Panther, warrior king of the hidden and technologically advanced African nation of Wakanda, before spinning him off into his own solo movie in 2018. Jeremy Renner's Hawkeye is also set to appear, despite leaving the team in AoU, and Robert Downey Jr. returns as Iron Man, setting up the rivalry between him and Cap that underpinned the comics. So that's ten cast members.
But wait, there's more! Civil War will also be continuing the plot threads seeded in last year's The Winter Soldier, which calls for Sebastian Stan's return as Bucky Barnes, Cap's former best friend and now the brainwashed Winter Soldier; Emily VanCamp as Sharon Carter, a SHIELD agent and Steve's love interest; and Frank Grillo as Brock Rumlow, becoming the supervillain Crossbones. Thirteen.
Nope, still not done. Martin Freeman and Daniel Brühl are also appearing, the latter as Nazi villain Baron Zemo. There's no word on who Freeman will be playing, though at this point we think it might be as Captain Marvel. (That's a joke.) Finally, William Hurt reprises his role as General Thaddeus 'Thunderbolt' Ross, last seen in 2008's The Incredible Hulk—though given the Hulk's status at the end of Age of Ultron, Ross' appearance could open the door for even more characters connected to the "Jade Giant". That last provisal notwithstanding, Civil War is up to sixteen named, major characters to fit into the film.
Directors Anthony and Joe Russo, who helmed Winter Soldier, and writers Christopher Markus and Stephen McFeely, who wrote that last film, will have a lot on their hands to make sure Civil War can stand on its own as well as pick up from Avengers while setting up at least one future Marvel film. We'll know if they succeed when the film opens on May 6, 2016.'
Awesome
