He can, but why would he?When he fights Beerus, he stays in 'mystic form'. He only turns SSJ so they can all hold hands with yellow hair.

The thing about Gohan is that he has never really wanted to be as great as he could be. He is a scholar, not a fighter. If given the choice, Gohan will always choose to study, not train. The only exceptions are when he has to train to protect the Earth and even then he never saw himself as the great defender of the planet until Goku basically said "do it or Cell kills us".
The ending of Z basically confirms that there is no one true successor to Goku as the defender of the planet. Just that so long as everyone contributes it all works out in the end, which is why they go out of their way to give everyone a moment in the final fight with Kid Buu.
Yeah, I always thought Gohan was supposed to be Goku's successor since the Cell saga, but it seemed like Toriyama scrapped that idea in favor of retaining Goku as sole protagonist.
He had moments of what seemed like confusion when he decided to make Mystic Gohan, then made up Vegetto, then ultimately decided Goku to deliver the finishing move to Buu.

Which makes it seem weird to me that he ran with depowered Gohan so much.
