So, a lot of really disturbing things came out now. Apparently, "god level" isn't a "go at your own pace" thing, but more a cutthroat "up or out" imperative. If you don't have enough god level characters, your universe might be culled at any time. That revelation adds a new spin on Beerus's desperation to meet a super saiyan god.
That last episode pretty much confirmed Beerus and Whis's positions. Looks like the angels are basically representatives of the true powers of the multiverse, and give the gods free reign on a short leash. Odds are, if Beerus or Champa acted outside their functions (Say, by choosing not to destroy planets), their assistants would turn on them and either strip them of their rank, or destroy them and have them replaced..
No wonder Whis is never worried about Zeno, since angels are safe from being erased. That kind of changes the view of his character from easygoing good guy, to cold as ice snob who doesn't care about things that don't affect him personally.
The whole angel lineup and Zeno have a horrific power dynamic with the lower worlds.
