Whis can not interfere. Can you honestly see Frieza fighting side by side with Goku without trying to kill him during the onset. Frieza doesn't care about the Universe because he knows that once the tourny is over, he is going back to hell. What does he have to lose by killing Goku?

Goku was terrible at battle strategic when he was young though. Jumping into battles he knew he didn't stand a chance at winning. The guy makes perfect sense, especially considering the rules around this match and what's at stake here. He can not afford to make any mistakes and kids are full of nothing but mistakes...especially Goten and Trunks.
Still not sure I'm liking how the universe we've all come to know over the years (7 being 2nd to lowest) is becoming more and more devalued. I always questioned how well some like Supreme Kai (or Shin) actually were at their jobs, but only like 28 planets left out of that U7? Wow, really bro?
