Yeah that is a weird inconsistency. My guess is they do want to establish Uub as absolutely canon but the whole point is that only Goku knew about it so idk why they retconned him into being dumb.
By the way I'm not defending the show. I don't actively watch it. The power level stuff just doesn't bother me in the slightest.

One thing that makes no sense to me, power levels aside, is #17 refusing to help Goku and join the tournament. This is the same guy who gave energy to the Spirit Bomb during the Buu arc. Where was his cavalier "If everyone dies, oh well" attitude then? It makes no sense.
What makes no sense is why not ask Bulma for some kind of force field thing. I mean if she can make a field that can stand up to the likes of Trunks and Goku fighting each other with ssj3 level power she can make a field that no poacher, human or alien, is getting into and would keep the park in pristine condition.

He can fire such power as he wills it. The minimum output depends on him... he is not limited by SSB (Krillin case proves this). Would Krillin be able to withstand Goku kamehameha in base form if Goku went less than full power out... no way. Does that means base>SSB? No it doesn't. It just depends on the context.
SSB means he can access all his power he has and that is it (Toriyama also confirmed blue color means control). It depends on him what level of power he would use.

So wouldn't all of these training montages solve a lot of problems that the Z-fighters have been having? For example the Universe 6 tournament and Zamasu stuff would've been a lot more convenient had everyone just took a few days to train going by the results of these past few episodes.
Kind of makes me wonder why SSJG/SSJB were such a big deal for Beerus.

Of course there will suddenly be a huge power difference between Goku and everybody. Because Goku is looking to get a new form, and Super is the Goku and Vegeta show. Goku gets all new forms, Vegeta then catches up to him in power with never having new forms. It's a continuous cycle. Leaving everyone in the dust.

Goku upgraded from red by himself, but blue is just a variation on red.
While Vegeta skipped red entirely and achieved the upgraded form through training.
Goku's the only character who needed help to get to god mode.

Well, in the manga at least he said "That bastard!" when Goku used red on Hit. Didn't outright say he couldn't do that too, but the implication was there.
I agree though. It is kind of an odd thing, the way they insisted only six Saiyans can get you there (And if Whis knew another way, he was sure keeping it to himself.
Which I can see him do actually, he seems the type to just watch in amusement at the lower life forms (And his hapless charge..)
