Roster should have been Goku, Vegeta, Gohan, Frieza, Piccolo, Buu, Goten, Trunks, Android 17, and Android 18. If there's a problem with including the kids, then just have Shin find some OC's from elsewhere in the universe. The worst part of this ridiculous power bridge is that it wasn't even necessary lol...
I would NOT include children in a tournament like this...especially considering how careless both Goten and Trunks are when it comes to combat. The Universe is at stake, why put children that cry when they get punched in the face and cry when they don't know how to fly and concede a battle for a toy in something like this?
Yes, someone else point out to Carver how Goku taught Trunks and Goten to fuse, and counted on them defending Earth when he was away. Not Krillin, and not Roshi, and not Android 18, and not Piccolo, but the kids.
Carver might claim the stakes of Earth of nothing to a universe, but in the end it's all the same to Goku. His home and everyone he loves at risk of being erased.

It last 30 minutes (fusion), the tournament is 45 minutes. If the time run out and they separate that means it is 11 people during combat that is fighting for Goku Universe which means they are disqualified. You honestly don't think do You? This tells me you probably don't work at a big corporation that requires a lot of thought processing.

Vegeta could have also taken them into the Time Chamber, where he is gonna end up going if spoilers are what they are, and have plenty of time to train them. They are already more powerful than 90% of the Z fighters and they only have each other, and Pilaf to train with.
And then their is fusion, There is no rules against fusing after the fighting starts. Heck, Goten and Trunks love fusing so much I bet they'd easily take Kaoishin's earring before the start. Now that I would love to see. Potara Gotenks.
