Your point doesn't hold. Let's put it like this. The only transformation of Goku that Jiren saw was Super Saiyan Blue, that's is. No amps or nothing and he still saw Goku as one of the only threats on the battle field. If 17 was anywhere close to Goku in power, Jiren would have attacked him. 17 isn't on Goku level and Goku was holding back.

It does... to Frieza and Gohan of course. He witnessed Vegeta going blue when they took down the dogs. Gohan has been getting destroyed, so I'm sure he doesn't see him as a threat and Frieza didn't power up as of yet.
